Ad Manager's UI has a few non-Unicode components, so to demo the Japanese translation, you have to set the Windows setting for the language for non-Unicode programs.
In Windows 7: Control Panel -> Clock, Language, and Region -> Region and Language -> Administrative:

In Windows XP: Contract Panel -> Regional and Language Options -> Advanced:

Ad Manager has its own UI language setting, (stored in the user.dat, defaulting to the system setting for the non-Unicode program language): Tools -> Options -> Language.
There are a bunch of lookup values that are stored in the database. Their language depends on the choice you make when you create or update a database.
